The usual explanation is that HHF was one of those drivers who needed a hug rather than a size 12 boot.

Frank and Pat, famously, don't "do" hugging.

HHF would have been under immense pressure to perform at Williams whereas perhaps at Jordan he was able to concentrate of his driving.
